/admin/auth/users/{userId}/login/_inviteRequired scope:
user:updateMails the user a single-use link, valid for the configured invitation lifetime, to set a password and an authenticator. Until they use it, they keep signing in as before. Sending again retires the earlier link.

auth.invitation.already-signed-in | The user already signs in with a password; send a password reset instead. |
auth.invitation.mail-failed | The mail could not be sent. |
auth.invitation.too-many-requests | Too many links were sent to this user recently. |
auth.user.credentials-managed-elsewhere | The user also belongs to other tenants or is a system administrator; only a system administrator can manage their credentials. |
auth.user.interactive-sign-in-required | Credentials can only be managed from a signed-in session. |
auth.user.not-found | No such user in this tenant. |
